Scott W. Hiipakka, Vice President

Mr. Hiipakka has over twelve years’ experience in emergency response planning, training, and exercises, threat mitigation, and anti/counter terrorism operations. He serves as the Director of State and Local Preparedness and Health Services.

As the Director of State and Local Preparedness and Health Services, Mr. Hiipakka is responsible for all of Patriot Services Corporation’s business development, execution, and strategy to meet the needs of our clients at the state and local level. This includes all matters related to health preparedness for both public health and hospitals.

His experience includes emergency planning and response operations both in the United States and Internationally. He has been instrumental in the development, execution, and management of numerous projects for clients at the state and local levels ranging from emergency management, public health and hospital projects, and military contingency planning.

Mr. Hiipakka currently serves in the Military Police as a Major in the Michigan National Guard. His responsibilities have included emergency response planning for multiple emergencies and disaster scenarios at the Pentagon, for the state’s emergency military response force, and other high profile contingency events. While on active duty, Mr. Hiipakka served as an Infantry Officer in the 10th Mountain Division and in a Special Operations unit, the 3rd Ranger Battalion, 75th Ranger Regiment.

Prior to joining the leadership team of Patriot Services Corporation, Mr. Hiipakka worked for in hospital sales for a large pharmaceutical company where he was responsible for sales strategy and execution for several large hospitals, including the University of Michigan Health System.

Mr. Hiipakka is a Distinguished Military Graduate from and holds a BA from Michigan State University. He is also a graduate of several military programs including the Ranger Course, and will complete Command and General Staff College (CGSC) in August 2006.

Mr. Hiipakka is certified in numerous areas by the Department of Homeland Security and Federal Emergency Management Agency, holds a Department of Defense Secret Security Clearance, is a member of the International Association of Emergency Managers (IAEM), and is a sought after speaker and trainer.
